Required Documents & Obtaining Your NIF (Tax Number)

Unlike other countries, in Portugal absolutely everything (bank account, SIM card, rent) depends on a single document: NIF (Tax Number).

 

Profile 1: International Student EU/EEA

- Admission Letter: Validated for enrollment and reduced transportation.

- Identity Card / Passport: National Bulletin is accepted. Must be valid on entry date.

- NIF (Tax Number): You can obtain it for free by physically going to the Autoridade Tributária (Finanças). You just need to upload proof of address from your country of origin (bank statement).

- Health Insurance: The European Health Insurance Card (EHIC) is completely sufficient.


Profile 2: Non-EU International Student (Third Countries)

Step 1 is a mandatory immigration file that blocks the next steps.

 

- Letter of Admission (Matrícula): Must be a full admission to an accredited university.

- Passport: Validity must exceed the requested visa period by at least 3 months. 

- NIF with Fiscal Representative: Non-EU students legally need a Portuguese fiscal representative to obtain the NIF before arrival. The backend must integrate a trigger to digital services (e.g. Bordr or e-Residences).

Bordr

Private insurance 

Profile 1: EU/EEA Students (Private insurance not mandatory)
For European students, private health insurance is NOT mandatory to enter Portugal, to enrol or to obtain initial residence documents.

- Why is the European Health Insurance Card (EHIC) sufficient? Based on the European Union treaties, the EHIC entitles them to be treated in the Portuguese public system (SNS - Serviço Nacional de Saúde) under exactly the same conditions and at the same costs as a Portuguese citizen.

Profile 2: Non-EU Students (Private insurance is MANDATORY, initially)
This is where the big confusion comes in. For non-EU students, private medical insurance IS MANDATORY in a first phase, being an eliminatory condition for obtaining the D4 visa at the consulate.

- Phase 1: Obtaining the D4 Visa (In the country of origin)
The Portuguese Consulate will never approve the visa file without private medical insurance (travel/international). This must meet strict criteria:
- Have a minimum coverage of 30.000 EUR.

- Be valid for the entire initial validity period of the visa (usually the first 120 or 180 days of stay).
- Phase 2: Transition to the Public System (After arrival in Portugal)
Once the non-EU student arrives in Portugal and obtains the biometric residence permit from AIMA (formerly SEF), he can go to the Centro de Saúde (Local Health Centre) with his residential address and NIF to obtain a Número de Utente (Public System User Number).
- From that moment on, he has access to the Portuguese public system (SNS).
- Therefore, after obtaining this number, the student can abandon international private insurance, if he wishes, since he is covered by the Portuguese State.

IMPORTANT WARNING: The Portuguese Public Health System (SNS) DOES NOT COVER MEDICAL REPATRIATION! Once you have obtained your residence permit from AIMA and received your SNS user number (Número de Utente), you will have free or very cheap access to public hospitals in Portugal.
However, keep in mind one critical aspect: the Portuguese state will never pay for your medical transport back to your country of origin, nor for repatriation in the event of death.
