Mandatory Insurance & Healthcare Regulations
Estonia enforces strict medical insurance rules to ensure all international students have access to healthcare without financial distress. Medical insurance coverage is a prerequisite for your lawful stay and is checked immediately upon arrival or visa processing.
EU/EEA Students: The European Health Insurance Card (EHIC)
Students holding citizenship from an EU/EEA member state or Switzerland fall under European reciprocal healthcare agreements.
- Primary Document: The European Health Insurance Card (EHIC) must be obtained from your home country's national health provider before arriving in Estonia.
- Coverage Scope: It covers medically necessary, unforeseen state healthcare during your temporary stay. This includes emergency room visits, acute illnesses, or accidents under the same terms as Estonian residents.
- Estonian Health Insurance Fund: The local state system is managed by the Estonian Health Insurance Fund (Tervisekassa). You can review your coverage and rights through the official portal Tervisekassa International Students Guide.
- Limitations: The EHIC does not cover private doctor consultations, non-urgent dental work, or repatriation costs to your home country. For these, voluntary private travel insurance is recommended.
Non-EU Students: PPA-Compliant Private Insurance
For students coming from outside the EU/EEA, proving comprehensive medical coverage is a legally binding requirement under Estonian immigration law.
Legal Requirements by the PPA
The Police and Border Guard Board (PPA) will review your insurance policy when you apply for your Long-Stay Visa (Visa D) or Temporary Residence Permit (TRP). Your policy must meet the following statutory criteria:
- Validity: The policy must be active for the entire duration of your legal stay or the full academic period in Estonia.
- Coverage Amount: The insurance contract must guarantee a minimum coverage of at least EUR 30,000 for medical expenses.
- Clarity of Terms: It must explicitly cover sudden illnesses, injuries, emergency medical care, and repatriation costs in the event of severe illness or death.
2. Approved Providers & Verification Tools
To avoid visa rejection, you must buy policies from companies officially accepted by Estonian universities and the PPA.
