Phase 1: Obtaining Your CNP (Personal Numeric Code)
International students do not receive a standalone CNP. It is automatically generated and printed on your official residency document issued by the General Inspectorate for Immigration (IGI).
Action Checklist
1. Create an Account: Register on the official portal: portaligi.mai.gov.ro.
2. Submit Applications: Upload your digital application file under the "Studies" (Studii) category.
3. Book Appointment: Schedule your in-person visit through the portal.
4. Visit IGI Office: Attend your local IGI branch to submit physical originals, verify identity, and take a biometric photo.
Required Documents
- Application Form: Printed from the IGI portal.
- Valid Passport: Original plus high-quality photocopies of photo and entry-stamp pages.
- Letter of Acceptance: Issued by the Ministry of Education (original and copy).
- University Certificate: A fresh Adeverință de student confirming full-time enrollment for the current academic year.
- Proof of Tuition Paid: Bank transfer receipt or university invoice (if applicable).
- Proof of Address:
- If in a Dormitory: Accommodation contract plus a certificate issued by the dorm administration (Adeverință de cazare).
- If in Private Rent: Lease agreement registered with the tax authority (ANAF) or notarized.
- Proof of Financial Means: Bank statement proving funds equivalent to at least the minimum national salary per month (Government scholarship holders are exempt with a scholarship certificate).
- Medical Certificate: Issued by a public or private clinic stating you do not suffer from contagious diseases.
Phase 2: Registering with a Family Doctor (Medic de Familie)
Full-time students in Romania between 18 and 26 years old who do not earn a commercial income are entitled to free, state-funded health insurance (CNAS). However, your insurance state is not activated automatically.
Action Checklist
1. Activate CNAS Status: Take your passport, new residency permit (showing your CNP), and university certificate to your local County Health Insurance House (CAS - Casa de Asigurări de Sănătate). They will manually activate your CNP in the national health database.
2. Select a Doctor: Find a family doctor near your university or residence. You can check the active lists on your local CAS website or utilize a student-specific network.
3. Book Registration: Visit the doctor's office during open registry hours to fill out the enrollment application (Cerere de înscriere).

- Residency Document: Your IGI card or certificate explicitly showing your 13-digit CNP (original and copy).
- Valid Passport: Original and copy.
- University Student Certificate: Current Adeverință de student proving active registration.
- Insurance Proof: The health insurance confirmation or system validation printout from the CAS office.
Important Alternatives for Students
- University Student Clinics: Major university centers (Bucharest, Cluj-Napoca, Iași, Timișoara) operate dedicated Student Medical Clinics (Cabinete Medicale Studențești). If you use these clinics, you can generally access primary healthcare, prescriptions, and specialist referrals by presenting just your student ID card and passport, bypasssing the need to register with an outside private doctor.
