Address Registration


Officially registering your residential address and obtaining a recognized student status are critical administrative steps in Estonia. They unlock fundamental rights such as state healthcare, free public transport in Tallinn and international academic discounts.

According to Estonian law, all persons residing in Estonia for more than 3 months are required by law to register their official address in the Population Register (Rahvastikuregister).

How to apply (Digital & Physical Process):
- Online (For EU citizens and those with issued TRP): Log in to the official government portal E-Population Register (Rahvastikuregister) using your Smart-ID or physical ID-card. Fill out the digital form called "Notice of Residence".
- Physical (For newly arrived Non-EU students): Until the physical TRP is issued, registration is done by submitting the documents directly to the local government office or city hall (e.g. Population Register Office in Tallinn or Tartu City Hall).
Required Documents:
- Valid identity document (Passport / ID-card).
- Signed tenancy agreement (Tenancy Contract) from the university dormitory or private landlord. If the contract is not in your name, a digitally signed written consent of the landlord is required.
Critical Benefit (Tallinn Green Card):
- As soon as your address is officially registered in the Tallinn Municipality, you are eligible for 100% free public transport in the city. You just need to personalize your transport card on the official Tallinn Pilet.ee platform using your personal code (isikukood).


ISIC Student Card (Minu Kool Centralized System)


The International Student Card (ISIC) is the only official, globally recognized proof of your student status in Estonia. In Estonia, the management, issuance and validation of ISIC cards are centrally managed by the Estonian Students' Union (EÜL) through the official Minu Kool database.

Types of cards available in Estonia:
- ISIC Virtual Card: Eco-friendly option, available directly in the official ISIC mobile app immediately after confirming your university status.
- ISIC Standard Physical Card: Classic plastic card equipped with a contactless chip.
- ISIC Bank Card: Hybrid card (issued in partnership with banks such as Swedbank) that simultaneously functions as a student ID, MasterCard debit card and transport card.
How to apply via Minu Kool / Eduid:
1. Access the official national student card management portal: Estonian ISIC Portal (isic.ee) or the integrated system [Minu Kool](https://pilet.ee/viipe/uhiskaart/persod/myisiccard/1000?lang=en).
2. Log in securely with your Smart-ID or Estonian ID. The system will automatically check your enrollment status directly from the Ministry of Education database (EHIS database).
3. Upload a recent digital passport-style photo.
4. Pay the official issuance fee (approximately €10 for the standard version). The physical card can be delivered directly to your Estonian address registered in the previous step.
Contactless Chip Multifunctionality:
- Physical ISIC cards with contactless chip issued through the Minu Kool system can be used directly as an electronic wallet and validated as a travel ticket in the public transport networks of Tallinn and Harju region, eliminating the need for a separate green card.
